Were can I find something that is easy to install, like punbb, and makes it possible for others to register and create a personal weblog on my site?
It must be easy, I have no knowledge at all about PHP or HTML.

There are many blogs to choose from that are Pun like, sBLOG would be my first choice.
Now onto the second part of the question, you want people to sign up and get their own blog. This is a feature that very few blogging systems have out of the box, yes many can handle multiple blogs, but the admin creates the blog and assigns it to the individual. The automation of this is slowly being put into place in various blogging systems by way of plugins, mods and addons.
Take some systems for a spin, YMMV
