Last I checked, the definition of open source was anyone could make contributions. Also, last I checked, Informer doesn't have any copyright or trademarks on the PunBB name. Also, PunBB 2.0 will have a bootstrap based theme.

PunBB 2 will be featuring punbbCore, which is based off of symfony 2. punbbCore will be the core mvc engine of PunBB 2.
