I want to have only pre approved members post with world read permission.

http://yousite.com/admin_forums.php and edit all the topics
admin -> forum -> change the permission on members to read only promote all the user that can write to Moderators
click on thumbnail!

@Quaker: Why would you promote them to the moderator group?

ok create a whole new group and give them certain rights to each thread.
