When I move the mouse over the submit or preview post buttons it says "accesskey :s and accesskey 
. Why is that?

Paul has title attributes on the buttons which mention the accesskeys (keyboard shortcuts that would click on the buttom). I'm not exactly sure why though.

What good would accesskeys be if nobody knew they were there, not that they are much use anyway.
