Topic: Edit URL Scheme

Is it possible to use /forum-name/ instead of /forum/1/forum-name/ and use /forum-name/topic-name/ instead of /topic/1/topic-name/

not really no. You need the IDs inplace to get the right content and searching on names isnt going to be accurate.
