a) will only work if it's a fresh board and/or someone tries to update their sig, it doesn't remove them so current sigs are still intact.

yes,

a) you could try setting the maximum signature length to 0
b) you could remove the signature from from the profile.

Is there a way to completely remove (or: disable) signatures?
