edit file lang/Czech/common.php in folder where you have punBB.

see line number 32.
there should be this:

'lang_encoding'            =>    'cp-1250',

thats it. cp-1250 is a not valid encoding for web pages.
so change it:

'lang_encoding'            =>    'windows-1250',

now should be everything OK.

Unfortunately, it doesn't display czech signs correctly. Those are always replace with "?" symbol. I've tried to control all setups. What to do and how to check where the fault is?
