Topic: maybe not administration plugin

I woud like that somebody create (or help me create) some kind of a shoutbox, wich one can be used only by registered users.
I asked only, 'cuz i don't know HTML and javascript etc.
also, I woud like to have some kind of a plugin, wich one can made, that you can say "this user and thus user can edit and delete posts, others cant" (but this is not moderator-user, this is also for each person, not by ranks etc)
