Download the punbb package. There's a script in there to turn off maintenance mode. Upload it to the server forum dir and run it.

yes, upload the file named turn_off_maintenance_mode.php and run it like so:  www.yoursite.com/forum/turn_off_maintenance_mode.php then delete the file.
