Settings > Censoring
"Censor words also affect usernames. New users will not be able to register with usernames containing any censored words."

Registered a username matching one of the censored words and got a warning, but no error message.

The censored word is viagra*. I was able to register viagra. Should this have been allowed?

Yup. You would have to do viagr*, or less, for it to catch viagra.
