an error is showing when i changed hosting

i cant change any sittings in admin area because of this ... also cant use the clear cache plugin because of this error ... is there some thing wrong with the hosting ...i already chmoded the cache directory  so whats the problem ...

Error: Unable to write configuration cache file to cache directory. Please make sure PHP has write access to the directory 'cache'.
