No description for Radio Buttons

Hi all, in my user profile section, under Privacy, I have 3 radio buttons that I think relate to emails. These however have no descriptions in them ??? What do they do, and what is missing (test wise) here.

Also, is there a way for members to receive an email when ever a post is posted to the forum ?
