Topic: Access to "Management" panel for Moderators

Moderators can see the "New reports" link, which takes them to "Administration/Management/Reports" panel of the Administration control panel. However, if there is no new reports, there is no obvious  way for them to get to this panel (other than by typing the url into browser's address line), which might be useful sometimes.

Is it supposed to be this way?

Accepted for 2.0.

Though we will also consider including this feature into 1.3.1 or 1.3.2.
