Topic: How to start a forum?

Hello,  I am very green about all this, but would like to start a forum.  Can someone please emial or post here about how to get started.  How much does it cost to run a basic forum?
Can I download the programs or does this need to be purchased?

Please any help will be greatly appreciate.

For the forum software, it is free (at least PunBB is), but for hosting a forums you may have to pay money some money unless you want a sub-par hosting service that is free but has limitations.
