Topic: Read stickies only, but not the forum?
Certain rank users and guests can not read the contents of a forum but everyone can read the sticky posts in it.
Is it possible with a mod? I don't believe it's possible by default...

No, you can't do this by default. But it can be an extension. You may add an extension request.
