Note: I recently moved to another hosting.
when ever i try to move topic i get this error.

There are no forums into which you can move topics.
i am 100% sure, that i have 10 other forums.

Found the problem and Solved.
When you move hosts. And Restore the database in the new hosts. it some how removes the list of forums from profile and topic moderation.
Like you will be able to assign modertors to specific forums because there will be no forums showing in the list. also you wont be able to move topics because there are no forums to move to.
This is kinda bug.
To fix that, you need to open all the forums in the admin area, just click on save sittings button. and you are done. you will see that forums are showing in the list now.
If I understand you correctly, lists of forum moderators aren't saved when you create a dump of DB?
