I see 1.3.x has email flood protection. How hard is it to add this feature to 1.2.x?

I believe smarty's posted a mod over on Punres awhile ago for adding the feature to 1.2.

can you point me to a link? I searched every post for smarty's yesterday and could not seem t find any mention of anything.
