Topic: upgrade, (click), using latest. NO TO INSTALL EVERYTHING or be Acrobat

WHY if it says "Hey your using the latest greatest" that I see
at punbb site HEY THERE IS NOW 1.3 new stuff out etc.  IF I CLICK UPGRADE
wham! should be done.  Perl setups are this way, why not php programs?
