I'm having this same issue, using the Oxygen stylesheet that came with 1.3.3, and I have no idea what is causing it.

Everything works fine for me. Are you sure you've overwritten old files with new ones (if this was an upgrade)?
Could you post a screenshot or a link to your forum?

It was an upgrade from 1.2, and the 1.3.3 files were fresh from the link in the wiki page for upgrading. The only transferred files were the config and the avatars directory. You can take a look at http://board.anicu.org Essentially, the headings for "Topic" "Topic Views" "Latest Post" and such are all way over to the right, and a horizontal scrollbar appears.

I see you don't have closed correctly the "strong" tag in your announcement:
<strong>IMPORTANT:<strong> ...Seems like this is the reason.
