Yes, HTML-code can be edited only by administrators and moderators.

in profile > settings > then bottom of page there's large empty box for entering the HTML
(just for those who wonder how it works)

I don't know if that is a problem from the extension or not, when I add html codes and type a break code <br> it just works inside the profile>settings section (above the white empty box) but not when viewing a post.

Do you know if I can let any user change their html space by themselves ? I don't want it to be limited to admins and mods.

If you plan to let any user add HTML code to their profile you would need to make sure its got a fair bit of checking and validation to prevent both accidental breaking of the forum layout and from introducing security holes.
The subset of tags allowed should be very small (no div, frame,iframe,layer,table tags,script,applet etc. and only limited use of a/img tags) and the allowed values for the supported tags need to be very carefully checked.
If you do want users to be able to edit ideally it should not be used until an admin has vetted the html the user has included...
