I think you should make something like IPB or phpBB where you pick the permissions for each forum, not the entire thing. I have a news and announcements forum, and I want guests to be able to reply like comments, but on the other forums I don't want guests to post. And on the news and announcements forum, I only allow admins to post, but I don't want to close the forum. This is what I mean:

With the ability to lock a few threads for a certain groups so the are not able to read them. That would be great 
I don't think I will make the permission system take affect on the topic level. I'll settle for forum wide permissions.
Yes please! A forum setting where users can reply to existing topics, but not start new ones will be great! Like AnzCFrk, I want to create a site news forum where only mods / admin can create topics, but also where users can reply to them.
Anyone know any quick mods / hacks to do this?
This is quite an old thread but I would definitely like this sort of feature as well. This was the only thread I found via search since I'm looking this kind of ability. Is there a mod yet that ables this or any change to add this for the next release (have this been requested lately)?

1.2 is out, it has these permission options, unless i'm missing something?
Yeah you missed the point. I don't want to allow members to add topics for a specific forums but still want to allow them to post replys to the existing topics on those forums. Currently (using v1.2.14) it's possible only to deny posting topics entirely by user group. So what I am looking for is a possibility to define posting permissions for user groups (add reply, add topic) by forums.
I think I found it! Reply only mod but the download link on that thread appears to be dead. Can anyone here point out an alternative download link for it?
what you are asking for is already a feature in the current version.
goto: AdminCP > "Forums" > "Edit forums" section click "Edit" for the forum of your choice then you should get this screen: 
adjust the permissions how you wish.
