when i write tipic or send new topic this message is popping up and it's mean while iam youtube video link ( [video]http://www.youtube.com/.....[/video]

What forum version do you have? What extensions do you have installed?

forum version is PunBB 1.3.4
iam installed video tag VideoTag (New BBcode tag ([video]) to display embedded flash videos.)

So, the problem is obviously in this extension. Try to ask its author about the issue.
