1.why register members cant post a new topic?there always notice "the topic title can't be a character"
2.how to not show the IP address in the post?

The only ones who can see the IP are administrators and moderators, if you log in as a normal user you'll see the IP is not displayed. I guess that's enough, otherwise you could comment out the proper lines.
Mmm, I don't understand the first question. Probably some veteran knows what you're talking about.

about the first question:
i mean the normal users(not admin and moderators)can't post new topics.

Check user permissions under Admin/Permissions
Try changing the post permissions for "all caps subject" to yes.

What language are they trying to post in?
