Is this something people could live with?
I think it makes it clearer what PunBB is about.
People who love Linux etc love PunBB for example, cos of simplicity and lightweight.

Instead of the old matrix line mashup used here
(Unfortunately no one can be told what PunBB is - you have to see it for yourself.)
Don't know if you call it slogan or if you have another name for that

I think it is a good idea. The original "slogan" is a bit complicated and belongs to certain cultures who use those idioms. It is not really good English. I like KeyDog's suggestion better. Actually. the definitive article is not needed and, I think, sounds a bit Victorian. How about just:

What is PunBB?
a. THE Lightweight Php-Based Forum - infering it's the choice when searching for a lightweight forum...
b. A Lightweight Php-Based Forum - infering it's just another one out there....
Lightweight Php-Based Forum - leaving it open to intepretation if it's a. or b. or something else...
Without article is imo best choice. But I'm thinking... this is "just" slogan, so there shouldn't be capitals, should it? As well, I think that slogan shouldn't contain the PunBB in it (it looks quite strange, when you see PunBB 2 times there 
)
So... this is how would I prefer it:
PunBB Forums
Lightweight PHP-based forum
Some examples of famous slogans;
Apple: "The Power to Be Your Best."
Carlsberg: "Probably the best lager in the world"
HSBC: "The world's local bank"
Coca-Cola: "It's the real thing."
Guiness: "Guinness is Good for You."
M&Ms: "The milk chocolate that melts in your mouth - not in your hand."
Intel: "Intel inside"
so sometimes capitals are fine when emphasizing, and 'the' is often used... see M&Ms, HSBC, Apple
so it's just question of taste... but noted : 2 are already for dropping the 'the'.... and PunBB
