Specific URL Scheme

I dont like the urls (both folder, .html and php) based. i

I wanted to know if its possible to use these type of urls.

Like for example:

(forum 3 which name is football clubs)

------------
Instead of:
forum/3/football-clubs/

I want have it like this:
/f3-football-clubs
------------

Also same with topics:

Instead of:is
/topic/285/castilla-thread/

i want to have:
/t285-castilla-thread

----------------------

is this hard to make or i just need few lines of code update to htaccess file.
