Is there a way for me, as an administrator, to send an e-mail to all users?

is an extension for 1 3 6. But it can also be adapted by 1 4 4

Greetings, again, Paul. We may be getting close to the problem - if not the solution. Not only are editing tools not appearing on the Write message and Quick response boxes, but under Admin>Management the only options I have are:
Start Settings Users Management Extensions
Reports Prune topics Rebuild index Maintenance mode
I upgraded from 1.4.2 to 1.4.4 using FileZilla FTP. Could a file have gotten lost or corrupted? Would you know which file could be missing?
