Read PHP Manual. Write, write, write... And base on ready applications, like PunBB, Joomla, etc.
Analyze their code. Then choose one of the most popular frameworks (test all), like Symfony2, Zend, Yii, KohanaPHP, CakePHP, or a  Laravel.

You can check lynda's video tutorial i.e. PHP with MySQL Essential Training. It is one of the best resource available for newbie to learn PHP
