Hi !
I don't know if it's actually possible to do that so I ask at the same time 
The idea :
Every week, in a forum call "debate", the admin post a question to start a debate.
Only admins can post topic in this forum.
But everyone can post a response.
A the end of the week, the admin close the topic. Impissible to post but ok to read.
If you've got a tips to do that, tell me !
go to your admin area... Click on the submenu 'Forums' and check 'Admins/moderators only' you want and save

That way only admins/mods can reply, he wants something so that he can have "reply only" forums.
This will be possible using the user groups feature of punbb 1.2 (when it's released though)
I think theres a mod out there that does something similar, but guests can reply too using that one.

You can already close topics. Just look at the moderator options at the foot of viewforum.
