I think a front manager is desirable like punbb.org front page. within front manager, you set options about which forum we use for news or how many forums we display for the recent posts or something like... using front template.

thats slightly different, maybe a portal addon with a plugin to change its settings would be better for that and the news one left how it is

My site has a news section on the home page where i just put in a link to the forum. They are two seperate systems. From the forum ,moderators and admins can login to the news backoffice. Don't think i can make a easy mod of it sry.
