http://www.webhostingtalk.com should answer any questions you may have regarding webhosting. do a search for any of the hosts you are thinking of going with and see the reviews/opinions of some of the past/present customers.
Here's my suggestion. Visit a bunch of hosting company's websites and check if they have a discussion forum. If they don't, move on to the next host. I mean, why wouldn't they want their customers to be talking to each other? When you've compiled a list of websites with discussion forums, go through them and see what people seem to think of their services. If the general attitude of the customers is negative, move on to the next host. The host you end up with is the host you should choose.
This little investigation can take some time, so I conveniently did it for you. The result? TextDrive.
I've been fairly happy with Lunarpages for el cheapo hosting. And they even have public forums where most people seem happy. 
It's nothing spectacular, but lots of space for a cheap price. However, TextDrive is looking like a mighty nice alternative. Less space and bandwidth for a greater price, but they make up for it in features. It's not like I use my current space or bandwidth as it is. SSH access on a cheap host? Yay. I might just switch after my current year a lunarpages runs out.

Usual support response times are ~15 minutes, the servers are very fast and being constantly upgraded (they recently had new signups closed so they could restructure - buying office space, hiring new people, etc.) and the support staff is AWESOME. There is, as Rickard mentioned, a forum. I usually also require support on a major instant messenger network. They don't officially provide it, but they'll help you anyway if you bug em enough

It appears they're still not accepting new hosting offers. But other people looking for similar stuff might search the forum later on, so I'm posting this anyway.

I have plan to make forum on www.delphi4arab.com i want just a forum and i want earn money can cover a host costs, if i earn more that mean a profits, earning money by adding Ad to my site, and add google ADs, or take a free forum.
that is my target, and i try compare my target with other and .... there is something move in my mind, why there is a free forums and what the profits?.

I know where one can get 1000mb space, unlimited bandwidth for free. Theyare down right now (moving sites), so that wont work.
I also know where you can get 100mb space, 300gb bandwidth for free. They dont accept all sites, so..

Lol, do you know of any that are payed in uk pounds, not dollars? and take Splash plastic payment, its basically the only way i can pay.

Free has a price, in quality.
Someone is paying for the servers, the bandwith, the network tools, the techs workings on these, etc. So it's perfectly normal to pay your host for the hosting. If you don't, there is a catch somewhere.
Of course, some people will pay for the layground and offer you hosting for free, for example if there are friends of yours, or if they want to promote specific websites.
But still, someone is paying. Web hosting don't grow on trees from fresh air.
