I have "Reports" at admin set as follows:
Report method  E-mail "on"
Report new registrations  Yes "on"
Mailing list (one valid email address)

No email of post notice to above address is sent when a new post is made.

that setting is for the reports that users can send you about a bad post or something, look at the bottom of the posts box. not for every post that is made on the forums
