PunBB is written in PHP, but whether you run PHP via CGI or some other way is entirely up to you (or rather your host). You're confusing CGI with Perl. Perl and PHP are programming languages. CGI is a way for webservers to communicate with an application program (such as the PHP or Perl interpreters).

I am thinking of getting a host from these people but im not sure if these forums will work... Wil you take a look???

They are fine. They recommend vBulletin, Invision Board and phpBB. If they will run on that host then PunBB certainly will.
