Thats a harder question than you might think. For example PunBB doesn't have polls and phpBB does. If you like polls then thats a plus for phpBB and a minus for PunBB. On the other hand if you think polls are pointless bloat then thats a plus for PunBB and a minus for phpBB.
It all depends what your requirements are and which one best meets them.
Punbb
+ease of use
+scalability
+customization
+simplicity and cleanliness
-fewer features
phpBB
+powerful
+compatibility with old browsers
+large selection of skins
-bloated code
-very complex
-harder to customize
PunBB
+ faster browser rendering
+ fewer database queries
+ smaller code base
+ better slogan
phpBB
+ more bells & whistles
+ larger community
Minuses are subjective
PunBB
+ I like PunBB
PHPBB
- I do not Like PHPBB
Enough to me.
PunBB
+ No COPPA compliance (many people, like myself, don't have the time, money, or big mailboxes to comply with that thing) If someone wants to comply with it in PunBB, they can make a mod to do so.

Hm.....not much variety.
That said, let me add this:
PunBB
+ Free
+ Open Source
phpBB
+ Free
+ Open Source
punBB is fast.
punBB has a cool community.
punBB has the cool DokuWiki mod!
Who needs polls anyway?
I dont think there is a support forum in PHPBB like this one www.punbb.org, with friendly members.
PHPBB
+ Gigantic community, so many mods and styles available.
- By the time a new security fix is released, your forum has already been hacked.
PunBB
+ Security bugs are dealt with in an extremely fast manner.
- Smaller community, so not nearly as many styles and a fewer number of mods.
........ + But if you request a mod, the PunBB community will be glad to write one for you
Is phpBB multilanguage for every user?
there is a poll addon at punres anyway if you really want it...
i've used phpbb 3 diff times and i always end up changing to something else. i really prefer the simplicity of punbb.
PHPBB
+ Gigantic community, so many mods and styles available.
- (styles) of which 95% is pure garbage to sift through before finding one suitable one that proves to be garbage after you have used it for two weeks. (Happened to me more than once)
- There is something fundamentally wrong in the permission management. I can't put my finger on it, but setting up permissions in one special case was a snap in invisionboard (when it was still free) after struggling with PHPBB for weeks. Haven't transferred that to PunBB yet though.
PunBB
+ Customizable
+ Create Your own Theme by use of CSS!
+ Simple-to-use and Causes Fewer PHP Errors
+ Hardly Any MySQL Crap to Wade Through When Reversing a Mistake
+ Editing a Miniscule Part of Source Code Doesn't Mess it Up
+ Fast-loading/not-image-happy
+ Faster and Friendlier Support
+ Easy-to-navigate Software Home Page
+/- Fewer Free Forum Hosts (so just use a normal free host and don't bother with ads!)
+ Ability to turn off COPPA
+ Easy to Hand-Type Your own Add-On/Plugin/Module/Whatever-you-call-it
+ Easily can be added to a CMS
+ Classic PHP Code, not BB-specific Variables
+ Lite but Attractive
- Fewer Add-Ons/Plugins/Modules/Whatever-you-call-it
phpBB
+ Features (like PM system/polls)
+ Integration (for those not-so-advanced users that use EasyMOD)
+ Lots of themes to choose from
+ Plenty of Forum Hosts
+/- COPPA
+ Plenty of add-ons/plugins/modules/whatever-you-call-it
- Not as customizable
- Themes difficult to make with use of stupid TPL files
- PHP errors numerous and difficult to handle because of poor and sloppy code with loop holes
- Almost a hundred MySQL tables to sort through
- Slow and image-happy
- Fast but often not helpful support
- Software Home Page Contains Links to Remote Files
- Plugins usually made by professionals only
- Difficult to integrate with CMS
- "Their own type of PHP code with strange variables"
- Heavy but Attractive but also insufficient (not all links are showed in navigation and portal just plain ugly)
For me it's like Zaher.
PunBB doesn't crash your server
PhpBB does.
PunBB is too simple to customize
PhpBB you have only 100000000000000000000000 tpl files to edit.
PunBB is very reactive (you ask something, you have answer of your request)
phpBB : very important communauty, so ... a lot of newbies, so ... a lot of inutile posts.
PunBB has a clean code
PhpBB is a php gaz factory
PunBB loves me
I Love PunBB
Rickard is a cool guy
So ... PhpBB2.2 will be worst : PunBB 1.2.6 is 100 times better 1.1.5 ... Enjoy the 1.3
PhpBB you have only 100000000000000000000000 tpl files to edit.
That's the main reason i moved from phpBB to Pun. Hated having to modify so many template files just to get the slightest changes.
The only request i have for Pun would be to see a private message mod installed as a default. I think Rickard said something along the lines of "Everyone uses instant messaging software anyway" but i PM's are very useful...
I agree with PM but a lot of discussions have been done about this
PunBB:
+Faster
+Smaller
+Better
+Community
+Cleaner
+Integration with site
-not many styles
phpBB:
-Bugs
-For Noobs
-Code
-Community
-Mods
-Slow
-No SDK
-Stupid
+I didn't find
phpBB
+ more styles/mods
- code too old
- phpbb3 seems that will never see the light
- full DB access security hole in the past
- too many security holes in a row per month for my taste
- use of really ugly preg_*() functions that no one understand, wait, crakers do, so they can hack you forum
- html output
punBB
+ more secure
+ faster
+ nice admin panel
+ nice users administrators
+ news users are added to default group
+ dokuwiki integrate to punBB so easy
+ xhtml output
phpBB
- use of really ugly preg_*() functions that no one understand, wait, crakers do, so they can hack you forum
That's a good one, got a smile out of me
mmm this appears to be an endless discussion...
wel... IMO phpbb is dying. I think phpbb got veeeeeeeeeeery delayed in its development.
No quick replly on the deafault instalation, no user control panel, no javascript, etc etc etc... it appears that SMF took its place, we have to admit its faster and it comes with more usefull features.
Now phpbb has heavy skins and its dam slow. I loved it when it was its time... now it has been for like 3 years without a major improvement. Look at vbulletin ( ok, its not OS ), or look at SMF, they are way more advanced than phpbb.
I like punbb cause it has a clean look, its not complicated and above all... is fast as hell! this thing flyes. I dunno about this.... maybe one should test... but i can guess that in the same server running a big community if you run punbb you would fit like twice the ppl you would with phpbb before you have to make hardware investments.
has anybody made such a test?

I agree, SMF is at the top of Open Source food chain now.
So a better comparison would be SMF versus PunBB, in today's OS world.
PunBB would win out over vBulletin imo. vBulletin may be powerful but it's also very slow especially when it's a large community.
