Question regarding PunBB Usergroups permissions

Hi, I wondered if its possible to give Moderators the ability to change the usergroup of members? Without giving them the Admin rank?

So I do want them to be able to change as much of users as me (admin), but i dont want them to be able to change the forum layout..

Any advice if this is possible?
