You need firest to make backup for this files


admin_forums.php
admin_index.php
admin_options.php
/include/ common_admin.php

Then replace them by this and you well get ARABIC admin control panel

mmm, I think you must wait PunBB 1.3 for multi language admin forms, because you will lose your modification when new version released of PunBB, now there is a PunBB 1.2.10.

BTW good work, this way make you understand punbb code smile .

If your people come crazy, you will not need to your mind any more.
