Programming needed - paying

Okay, I have a pay - to - post website with PunBB forums that I am just starting. I pay 4 cents a post. I need someone to make me a refferal system that the people they refer, the referer makes 10 percent of what they make, causing my site to become more popular.For example.

http://www.treasuretrooper.com/12362 is my referal link for treasure trooper. Anyone who signs up under me, I will make 10 percent of what they make.

Also, I need a "Money Earned:" by the users name when they post, which shouldnt be too hard.
