Making custom subtitle

I would like to make a custom subtitle for my forum. In the admin panel, I was warned I could not do that. I would like to put it in the template myself, is this possible? Oh, I almost forgot to mention that the desired effect is to say "Over <number of users> served." and I want to replace <number of users> with the amount of registered users. Is this possible?
