Topic: text between header and forums
I would like to place a somesort of welcometext between the header and the forums, see the image to see what mean. i want to place it on the place where the red line is.

Do you want it only on the index page? In that case, open up index.php and look for the first piece of HTML. It should look like this:
<table class="punplain" cellspacing="1" cellpadding="4"><tr><td> </td></tr></table>
That's the table you've marked out in your image.
