You have to register that domain and link it to your IP adress.

Normally you'll get some sort of Control Panel with your domain where you can set this

did u download the file from rapedshare?
then did u unzip the file to c:\lighttpd
did u next click on the start-lighttpd
then try localhost?
if u didnt do this? well there really nothing else that we can help you with beside hiring someone to build you a website for you!
mmm ... wouldn't it just be easier to purchase hosting? considering you want to use a TLD, and that includes more work on your end since you're attempting to do it all yourself and it appears you don't got a great understanding of it all. if all you're going to use it for is a forum then the hosting isn't going to cost that much for a low end service plan. unless, of course you're not of age to have a credit/debit card...

a domain like: yourname.is-on.net
and 150mb webspace with 1 sql database
1 email-account and
1500MB free traffic and
1 ftp account
plus all cpanel-futures that you need to run your site.
you will get it free for 3month after that time the account will be deleted without any notification.
the account is free from advertising.
you are not allowed to run any chat-script. installing a chat will immediately delete your account.
with this you get a chance to "get in the stuff"
you will have to explain your skills and provide me a mail-add.

Domains cost money to register. Yearly.
Decent webspace (not hosted off your computer) costs money, although you can find some free hosts (some put ads on your site).
You can't host a website for free forever (unless it's something like a DynDNS subdomain redirecting to your computer running a webserver: and even then you need to pay for the computer, the electricity, etc)

nothing is free! if they say they are free then something wrong or there loaded with ads... lycos has a free hosting but they have ads.
I have a small hosting company I could do it for free, but I dont get nothing from it(IE... $$$$).. plus you have to buy the domain name...so why all the loops.. use google and search for free hositng...
