it's kinda like a hidden feature so a higher admin can see the thread still but noone else. the thread can later be undeleted if need be too. atleast that's how my vb forum works.

keeping it from showing up, but not removing it from the db.

Sometimes accompanied by a function which lets the higher admins view all edits of a post in chronological order

If they're dumb then why make them an admin/mod?

Well, as someone pointed out, you can always move the topics to a "trashcan" forum that regular users don't have access to.

Yes, but for individual posts they would lose their context. I know that bf2s.com have made a mod that does exactly this. Don't think the guy will release it to the public though.
