Does the server i use in smtp to enable the emailer to work have to be the one that serves the webmasters / and administrators e-mail?
e.g the above mentioned email is fngari@gmail.com.
so do i have to use the gmail server/ which is also the google mail server?

To use Gmail as your SMTP server, you need to edit email.php (because Gmail uses SSL)
FM, you ~should~ use the "localest" mail server. If your forum is hosted by www.joeblowhosting.com, you should probably find some documentation on joeblowhosting.com that says thier smtp server is: smtp.joeblowhosting.com. If your hosting your forum on googlepages... how the frik did you manage to upload a real webpage to googlepages... 
deadram, that advice is not correct: you can certainly use a Gmail account as your admin email and send out SMTP using Gmail's smtp server.
I have a hosting that does not provide smtp. it's very cool if can be set to gmail. can you give us more on how to make it works on gmail smtp with punbb?

I have changed the line of code in email.php as indicated in your url above, but it still did not work.Am getting the same same error.

of COURSE it does!

you can create a phpinfo.php file that contains:

?>and browse to phpinfo.php in your browser and discover:
or go to your Administrative Menu, and click on the "Show info" link in the Environment Statistics area.

yahoo doesn't have a public smtp server, or an smtp server for use with their free e-mail service, afaik.
Any smtp server for which you have access will do though. Does your ISP have an smtp server? Normally ISP accounts come with a pop based e-mail address. pop servers normally have smtp server. if the smtp server require authentication it can usually be accessed outside the ISPs IP subnet.
The are also countless smtp server out there, for which you pay a small fee and allow them to do your e-mail forwarding.
What option do i have if my php version does not support ssl?
I used hotpop, until I fixed 'my own' server for outgoing mails...
