Topic: The entered name is cut. How to correct?

Hello,

In the version of forum 1.2.14 at the input of the name of theme (and also in adminke at creation of categories), can it be cut, for example http://qal.ru/forum/viewtopic.php?pid=4#p4 ("Nokian Tyres ??????????? 195 ??? ???? ? ?????????? ????&#"). Prompt, as possible to correct this bug.

The issue is characters being treated as individual characters when in reality they're displayed as HTML entities. I remember this being discussed before, but I can't find the topic
