I'm going to assume you're talking about modifications, since your comments make more sense in that context
Most modifications do work in the most recent version. However, a lot of mods use a somewhat strict install_mod.php file to make database changes. That file uses a very strict version check. However, it doesn't mean that the mods don't work. There are instructions in several places for editing install_mod.php to work on newer versions if it doesn't already:

can i ask you to help me set up like 4 plugins for me if i make u a ftp acc to my server and a admin on my forum?

It might be a good idea if someone at least went periodically through the Administration plug-ins linked off the 'official' punBB.org downloads page - http://punbb.org/downloads.php - and ensured they worked for the latest punBB version without any requirement for obscure code tweaks.
Any downloads on that 'official' page could be, as it were, 'officially supported'. I think that wouldn't be an unreasonable expectation of most new punBB users.
The rest of the mods etc on punres can be the usual dog's breakfast, as they are, and that's OK.
Which plugins don't work with newer versions though? I'm under the impression that they all do

User Management
Version Changer
all work since i use them on my site which is 1.2.14
will i have the new V 1.2.15 and i have tryed all the Most Popular Projects form http://www.punres.org/

it's the first of hopefully many video tuts i'll produce for PunBB. it's really rough but it does the job. pay particular attention to the file names... they are the plugins you requested help installing.
note: this vid is out of order. i had hoped to do everything from the beginning. well final product will be from the beginning.

If you could eventually cover all the basic steps of a punBB install (download zip off punbb.org, MySQL db create, upload files to server, run config.php + install basic admin add-ins) that would be excellent and very helpful to a lot of folks I am sure.
A series of GIF format screen-captured images pasted into a standard HTML web page would be a lot faster to browse though. It would also be searchable. The content within Flash based presentations is not, of course...

most free webhosts do not support php or mysql which is required to run PunBB.
i know that but its not to run punbb but to host a web page i can host that but it eats up bandwidth

But a better model would - perhaps - be the kind of illustrated step-by-step guide you find on www.howtoforge.com - for example this simple one (of MANY) by the industrious falko:

Having a page or two like that on the main punBB.org docs page would make a lot of support headaches go away, I suspect.
