You can get a subversion of it even now if you want, as for the final version, what Dr.Jeckyl said.

Keep in mind, of course, that the code is not yet done and we (the developers) won't support any use of it until the beta

Yes, 1.3 will have a set of official tools (most likely in the form of extensions) for fighting spam

Forgive the off-topic but I've not understood what's an inline javascript and why you want it removed.

inline javascript means it is included with the html of the page, as opposed to being separated out into an included javascript file.
keeping it separate makes it easier to maintain, and use in differing places if required .
