when trying to upgrade from 1.2.14 to 1.2.15 manually and running the php script which is supposed to re-format the SQLite DB I get this error:

Database reported: unable to open database file (Errno: 14)can this have something to do with non-Western-Latin chars used in the post and also in the posters' usernames?
the forum itself (v.1.2.14) works well with the current DB
how to deal with this?
