where do you set the URL in the db

ok so I added an announcement and then tried to edit it and the error is back, no one changed any sql or anything in the db or any MySQL details.  For some reason its changing to inject this www_data instead of the correct one.

now i cant fix the announcement b/c it wont let me change any admin options. Any time i change any admin options including moderate.php i get the error.

There has to be a reason this is happening

EDIT ok i figured out the issue any time i edit an admin option it changes my root dir from http://whatever.com/forums  to http://whatever.com/punbb

punbb was my original dir but i thought all i needed to do to change it was to edit the root dir in admin options then change the dir name

I have a lot of mods installed and a lot of work has gone into the forums i have created but i need to change the root dir from /punbb/ to /forums/ what would be the easiest way to go about this??

i edited the style and a template file but i dont know how that would matter at all

I had a fully working punbb forum yesterday but all of a sudden any time i try to post, or edit anything that uses a query i get this error

[1045] dbconn: mysql_connect: Access denied for user 'www-data'@'localhost' (using password: NO)

any ideas on how to fix this, and my apologies for registering and asking a question on the first post i hate it when people do that to me :-)
