Every webmaster tends to have their own unique requirements and expectations other than those technical aspects of running the application.

It is a good practice to first list down what you really need / expect from your web host before jumping into an offer, and make sure you do personally check them out (i.e. send your own questions to them and go through their replies) before committing. This can reduce the chances of falling into a not so suitable web host and needed to hop around different web hosts before settling down to one that fits you.

The error indicates that your server mysql connection is either set too low, or it has too many mysql applications seeking connections.

There are two solutions to this situation and your server admin will have to deal with it :-

1. tweak the mysql configuration to kick out non-active connections faster, or increase the connection count if the server is able to handle more concurrent connections.

2. identify the application that is taking up the connections and move it to a less congested server.

I have just taken a loot at the domain and seems that it is now resolving to your  forum board now.

Basically, after a domain registrations, you will still need to change the domain nameserver record of the newly registered domain to point to the nameserver pair given by your web host, usually you will have this info available after receiving the login info of your hosting account upon signup.

After successfully changing the domain  nameserver record, you will have to wait for 24-48 hours for the update to propagate out to internet, this is to allow every ISP to pick up the new domain record and recognize where it should direct traffic that is requesting for the domain within it's network.
