One of the best ways to stop forum spammers is to disallow new members posts that contain links -- for a configurable period of time / number of posts.
This tactic is especially effective against bots.
I couldn't find such plugin for PunBB. If anyone has plans / could pick up such a plug -- he / she will be a PunBB Antispam Hero.
