Hmm, that's strange. Both files have the same Md5 checksum, so there shouldn't be any differences between them.
I've also tested the language files with PunBB 1.3.2, but everything worked as it's supposed to (see 
).
Finally, does it work with the language pack you've downloaded from the wiki?
