Did you set this through forum specific options, or through Admin>User groups?
In the description of "Read board" for guest user group permissions:
This setting applies to every aspect of the board and can therefore not be overridden by forum specific settings.
That's really the only thing that comes to mind for me.

- As this relies upon not only an admin plugin but also a code and DB change, it's better classified as a mod. I've moved the topic to reflect that.
